When an organization is in its infancy, the need for human
resources is limited. Eventually the organization will need
to deal with issues like contracts, workers' compensation,
payroll generation, benefits, medical insurance and the like.
When that time arrives, there are many companies that specialize
in this area to which the arts group can outsource its needs.
It's not often an arts group actually maintains its own HR
department.
